You would just set it up as a square with a circle in - however I wouldn't cut Vinyl on a laser cutter, the fumes are acidic and will ruin your machine... try cutting them using a CNC router instead.
For the love of god, please don't advocate laser cutting vinyl records. They are made of PVC which contains chlorine. When cut with a laser, the chlorine is released as a gas, which is extraordinarily poisonous and may kill you if you breathe it in.
