I don't know how you laser cut a tire, but they did - or it is CNC.

    It is not cut by laser or CNC. It was hand carved by Wim Delvoye an artist from Belgium

      Oh! I talked about him before. He does a good deal of laser cut work, that must be why the submitter was confused.
